Swaps the version graph's current pointer from v0_1_0 to v0_2_0.
v0.1.0 stays in `other` so operators on the alpha line can upgrade
through the StartOS marketplace.
Per CUTTING_V0.2.0.md the steps are:
1. swap versions/index.ts (this commit)
2. npm run check (passed)
3. make x86 (next)
4. publish.sh (next)
